What Are Supportive Living & Respite Under the CES Waiver?

Under the Community and Employment Supports (CES) Waiver, individuals with developmental or intellectual disabilities can receive Supportive Living and Respite services to help them live safely and happily in their homes and communities.

Supportive Living provides hands-on help with daily tasks like cooking, cleaning, money management, decision-making, social skills, and personal care. It’s designed to help individuals build independence and confidence while living at home or in a community setting.

Respite offers temporary relief for families or caregivers, giving them a much-needed break while ensuring their loved one continues to receive safe, high-quality care from trained staff.

These services are part of the CES Waiver’s goal: to help people with disabilities live meaningful, independent lives surrounded by the right supports — without needing to move into a facility.

What is Supportive Living?

Supportive Living under the CES Waiver is a service designed to help individuals with intellectual or developmental disabilities live as independently as possible in their own home, with family, or in a community setting.

It includes assistance with daily activities like cooking, cleaning, managing money, making decisions, improving communication skills, and participating in social or community events.

The goal is not just to provide care, but to help individuals build the life skills and confidence they need to thrive outside of institutional settings and remain active, valued members of their community.

What is Respite?

Respite is a vital service under the CES Waiver that offers short-term, temporary relief for primary caregivers or family members who regularly care for an individual with disabilities. It allows caregivers to rest, handle personal matters, or simply recharge, knowing their loved one is safe, well-cared for, and supported by trained, compassionate professionals. Respite can be provided at home or in other approved settings, and it helps prevent caregiver burnout while ensuring continuous, high-quality care for the individual.

Why are these services important?

Supportive Living and Respite services are essential because they promote dignity, independence, and a higher quality of life for individuals with disabilities, while also supporting the well-being of their families. Supportive Living gives individuals the opportunity to develop skills, engage in their community, and achieve personal goals, which reduces dependence on institutional care. Respite services, on the other hand, recognize the hard work and emotional demands placed on family caregivers, offering them the break they need to maintain their own health and continue providing care long-term. Together, these services strengthen families, empower individuals, and build stronger, more inclusive communities.
